The World Anti-Doping Agency’s (WADA) independent Intelligence and Investigation (I&I) Department has released its report. Summary report Elements of the testing program of the National Anti-Doping Agency of India (NADA) World Anti-Doping Code (Code) and International Standard for Testing and Investigation (IST).
WADA I&I’s longstanding investigation known as ‘Operation Carousel‘ was launched in 2018 and revealed evidence that NADA did not perform adequate testing on some athletes in NADA’s registered testing pool (RTP) and also did not implement proper monitoring of athletes’ whereabouts(1). The research followed elite sports and athletes in India and as a result, in collaboration with NADA, 12 positive tests (Adverse Analytical Findings) and 97 out of 70 athletes were identified. These are now subject to appropriate results management processes.
Gunter Younger, Director of WADA I&I, said:Since 2016, WADA has been working with NADA to develop its anti-doping program and provides a variety of corrective actions to address non-compliance with the World Anti-Doping Code and International Standards. In response to cues coming in parallel and through our confidential information platform, ‘Talk!‘, WADA I&I launched ‘Operation Carousel’, which revealed clear evidence that NADA’s lack of resources meant it did not perform adequate testing and did not have satisfactory oversight and management of location reports of athletes in the registered test pool.”
Since that time ‘Operation CarouselBeginning to engage openly with NADA in late 2022, NADA has strengthened its testing program by improving internal processes and bringing in additional resources, both human and financial. As a result, both blood sample collection and non-competition testing (urine and blood) have increased. In addition, NADA doubled its sample collection staff, including doping control officers, and made significant improvements in its whereabouts management. The organization seeks outside assistance to further develop and strengthen its anti-doping programs, including its research and intelligence capabilities. Going forward, WADAs Compliance Task Force It will continue to monitor NADA’s activities to ensure it supports the high standards required by the Code and all relevant International Standards.
