Significant Changes to the Premier League’s Owners and Directors Test

Premier League on 30 March 2023 announced In the Owners and Managers Test (“OADT”), significantly expanding its scope.[1] The re-draft of OADT was published on April 6, 2023 and took effect immediately. OADT is specified in Part F. Premier League Handbook.[2] It applies to anyone who owns (i.e., someone who takes control of a club) and is a manager of a Premier League club. The test is administered upon the control or appointment event that occurs, but is also an ongoing test.

The test, in principle, identifies a list of situations in which a person is disqualified from being the Owner or Manager of a football club. This article looks at:
